<P>PROBLEM TO BE SOLVED: To provide a method for generating a barcode with an HRI character, capable of quickly and easily inputting the data of a barcode with HRI characters using an application identifier. <P>SOLUTION: All characters corresponding to HRI characters are input by surrounding characters just before and just after an application identifier with a specific character 1 and a specific character 2 by an input means 41. The specific character 1 is ignored, and the specific character 2 is determined as the break between the application identifier and the following data section, and encode data to be encoded into the data character of a barcode are generated by a first generation means 4 based on the input. Also, the specific character 1 is replaced with "(", or the specific character 2 is replaced with ")", and data for HRI characters are generated by a second generation means 43.
