PROBLEM TO BE SOLVED: To obtain a first agent for controlling a hair shape, which makes curly hair and unruly hair straight or waving the hair and not damaging the hair, especially not providing the hair with an abnormal shape. SOLUTION: The first agent for controlling a hair shape comprises a component (A) of thioglycolic acid or its salt, a component (B) of a cystine or its salt and a component (C) of dithiodiglycolic acid or its ammonium salt in which the content of the component (B) is 0.8-1.8 mass%, the content of the component (C) is 2.0-4.4 mass% and the mass ratio (C)/[(A)+(B)] of the mass of the component (C) to the sum of the masses of the components (A) and (B) is 0.10-0.74.
