The device has a scanning and controlling block (6) with a circular position control block (61) controlling a circular torque motor (10) at uniform and rapid speed to perform rapid scanning at constant speed. An elevation position control block (62) controls an elevation torque motor (11) at uniform and slow speed to perform slow scanning at uniform speed. Image rotation compression control blocks (63, 64) maintain the direction of field image in a detection plane. The block (6) produces a Cartesian type search scan mode in X and Y axes to have a rectangular field image based on the controls.
