The device includes a valve housing (201) with a chamber (204) that receives a sleeve (220). The sleeve has a spring-receiving hole (222) at one side. A spring (210) is supported to the sleeve by having its one end inserted into the spring-receiving hole, and secures a valve spool (200) set within the chamber, in which the valve spool is driven by the hydraulic pressure led into the chamber. A protrusion (224) is formed at the outer surface of the sleeve and abuts the inner surface (203) of the valve housing.
