PROBLEM TO BE SOLVED: To obtain a manufacturing device which, on an industrial scale, can stably manufacture coated fuel particles that have high-quality coated layers with high performance of confining fission products generated through nuclear fission reaction when the particles is used in a reactor. SOLUTION: The manufacturing device is equipped with a fluidized bed reaction container 11 for forming coated layers one by one on the surface of nuclear kernels by, under heating environment, fluidizing the nuclear kernels made by introducing two or more kinds of gases supplied simultaneously as a coating gas and/or a fluidizing gas to sinter uranium dioxide and a gas supply means which includes a concentrated pipe for mixing the gases from two or more kinds of gas supply pipes and supplying them to the fluidized bed reaction container 11. The device has a controlling means 15 which controls the flow rate of each gas flowing from the two or more kinds of the gas supply pipes into the concentrated pipe so that the flow rate of it per unit time can be equal by setting the inlet area of each pipe for supplying each gas supplied to the concentrated pipe in the formation of one coated layer at a rate corresponding to the predetermined mixture ratio of each gas.
