<p><P>PROBLEM TO BE SOLVED: To take an appropriate measure when a communication apparatus is in a congestion condition. Ž<P>SOLUTION: The communication system comprises a plurality of communication apparatuses 1a to 1d and the communication controller 3. The communication apparatus measures the number of connection signals to be transmitted and received during connection setting performed before starting data communication and also measures an amount of data communication to be transmitted and received during the data communication. The communication controller 3 has a storage part for storing the predetermined number of connection signals and a predetermined amount of data communication decided in consideration of a throughput of the communication apparatus. The communication controller 3 compares the measured number of connection signals with the predetermined number of connection signals to determine congestion at a connection setting stage in the communication apparatus on the basis of a compared result, and also compares the measured amount of data communication with the predetermined amount of data communication to determine congestion at the data communication stage in the communication apparatus on the basis of a compared result.
