<p><P>PROBLEM TO BE SOLVED: To firmly prevent information leakage, and improve security of information communication. <P>SOLUTION: A security condition definition unit 11 receives setting of security conditions. A security condition storing unit 12 stores the security conditions. A packet analysis unit 16 discriminates packets relating to an application protocol of file transmission, acquires a security condition identifier and a file transmission destination address which are set in the file by a user, discriminates whether the destination address is permitted by the security conditions corresponding to the security condition identifier or not if it is not allowed, discards the target packets, and prevents information leakage.
