PROBLEM TO BE SOLVED: To provide a thin reflector in a planar structure and a thin reflector antenna using the reflecting plate. SOLUTION: For the reflecting plate 1, many rectangular metal plates are cyclically arrayed at a prescribed interval from a ground conductor, the center parts of the respective metal plates and the ground conductor are connected by via-holes, and the values of C components generated at the gap of the adjacent metal plates and L components generated by the via-hole connecting the metal plate and the ground conductor are respectively set in a horizontal direction and a vertical direction. Thus, since it becomes possible to have optional phase change amounts respectively in the horizontal direction and vertical direction of the reflecting plate 1, the optional phase change amounts are respectively set to the horizontal components and vertical components of radio waves made incident on the reflecting plate 1 and reflection is performed.
