PROBLEM TO BE SOLVED: To attain effective band utilization by reserving a band for each path. SOLUTION: A path information transmitting section 13 receives reservation band information and if an own apparatus is recognized as a path destination apparatus from transmission source information and a network identifier, the number of hops from the destination apparatus to a transmission source apparatus is detected using a topology database 12. Active path information is transmitted to the transmission source apparatus via a first ring with less hops, and standby path information is transmitted to the transmission source apparatus via a second ring with more hops. If the active path information is received, a reservation band setting section 14 sets a reservation band on the assumption that an active path of the relevant network is to be established on the second ring reverse to the first ring via which the active path information is transmitted and if the standby path information is received, the reservation band is set on the assumption that a standby path of the relevant network is to be established in the first ring reverse to the second ring via which the standby path information is transmitted.
