PROBLEM TO BE SOLVED: To provide a moving picture photographing apparatus for utilizing an imaging element with a video resolution and an imaging element with a high resolution for digital camera so as to be capable of photographing a moving picture with a high resolution at a high frame rate (e.g. 30 fps at 3,000,000 pixels) with inexpensive configuration when photographing a moving picture by a photographing apparatus such as a video camera and a surveillance camera, and to provide a moving picture transmitting/receiving system. SOLUTION: A high definition intermediate image generating section 8 generates an intermediate frame signal with a resolution higher than that of a video resolution imaging signal and outputs the intermediate frame signal together with a high definition imaging signal within a period after a high definition imaging element 1 outputs the high definition imaging signal until the high definition imaging signal of a succeeding frame is outputted on the basis of: the video resolution imaging signal outputted from a video resolution imaging element 4; a motion vector calculated from the video resolution imaging signals by a motion vector calculation section 7; and a high frequency component obtained by a high frequency component calculation section 6 through the arithmetic operation applied to a difference between a high definition frame from a high definition imaging element 3 and a video resolution frame subjected to scaling imaged at the same time.
