PROBLEM TO BE SOLVED: To provide a ship ballast water production method and apparatus which can efficiently remove both plankton and bacteria in seawater in a harbor area in which a ship is anchored by a method other than killing them, and reduce the installation area of the whole apparatus. SOLUTION: In the ship ballast water production method and the apparatus used for it, primary treated water obtained by removing plankton in the seawater in which the ship is anchored with a plankton filter membrane is stored in a ballast tank, and then secondary treated water obtained by removing bacteria in the stored primary treated water with a bacteria filter membrane is stored in the ballast tank as ballast water during a voyage.
