PROBLEM TO BE SOLVED: To provide a developing device which is improved so as to restrain toner deterioration while preventing image quality degradation. SOLUTION: A magnet roll is fixed in a hollow cylindrical rotatory developing sleeve which is disposed near an image carrier on which an electrostatic latent image is formed, independently of the developing sleeve and has a plurality of magnetic poles arranged in the rotating direction of the developing sleeve. The magnetic roll has a first magnetic pole in a position opposite to a layer thickness regulating member. In addition, a second magnetic pole disposed upstream of the first magnetic pole in the rotating direction of the sleeve and adjacent to the first magnetic pole has the same polarity as the first magnetic pole.
