PROBLEM TO BE SOLVED: To provide an ozone water forming device easily forming ozone water without requiring disposal of cathode water nor replacement. SOLUTION: This ozone water forming device 100 is provided with a catalyst electrode 2 with a positive electrode 22 press-contacted on one face of a positive ion exchange membrane 21, and a negative electrode 23 press-contacted on the other face. Platinum or platinum-coated metal is used for the positive electrode 22, and silver having a silver chloride layer or silver-coated metal is used for the negative electrode 23. Purified water is brought into contact with the positive electrode 22, part of the purified water is fed to the negative electrode 23, a direct current is applied between the positive electrode 22 and the negative electrode 23 to generate ozone water.
