PROBLEM TO BE SOLVED: To provide an electric double layer capacitor which is excellent in reliability over a long period of time by solving a subject that an electrolyte for driving reacts with an acid functional group on the surface of a polarizable electrode and characteristic deteriorates. SOLUTION: The electric double layer capacitor has no capacity drop and can suppress an electrochemical reaction on the front surface of the polarizable electrode by configurations which have a wound capacitor element 1 with separators interposed therebetween which positive/negative pair of the electrodes in which the polarizable electrode layer is formed on a collector between them, and at least the electrolyte for driving, impregnated to this capacitor element 1 and in which the polarizable electrode layer is formed of activated carbon consisting mainly of a phenol resin in principle, the surface roughness Ra of the polarizable electrode layer is 0.6μm or less, and an electrode density is 0.5-0.7 g/cm<SP>3</SP>, there is little characteristic deterioration at a large capacity, and the electric double layer capacitor which is excellent in reliability low-temperature characteristic and over a long period of time can be provided.
