PROBLEM TO BE SOLVED: To provide a steel which has high strength and high toughness, and further can be welded (in which not only weld cracking is hard to occur but also the toughness of the weld zone is sufficiently high); and to provide a method for producing a member using the same. SOLUTION: The steel has an alloy composition comprising, by weight, 0.10 to 0.16% C, 0.05 to 0.50% Si, 1.3 to 2.3% Mn,≤0.5% Cu,≤0.5% Ni,≤0.8% Cr,≤0.3% Mo and≤0.06% Ti (as necessary, 0.0003 to 0.005% B as well), and the balance Fe with impurities, has a weld cracking sensitivity parameter Pcm of <0.35, and has an manganese equivalent Mneq of >2.0: Pcm=C(%)+Si(%)/30+Mn(%)/20+Ni(%)/60+Cr(%)/20+Mo(%)/15+Cu(%)/20 Mneq=Mn(%)+Cu(%)+Ni(%)/2+Cr(%)+Mo(%).
