PROBLEM TO BE SOLVED: To provide a surface melting furnace capable of unifying and increasing a surface temperature by generating swirl flow of a combustion gas in a combustion chamber, increasing processing efficiency and preventing blockage of a slag port. SOLUTION: In this fixed type surface melting furnace, a plurality of burners 10 burning with wide-angle flame shape are mounted on a furnace ceiling wall 6 in such a state that their shaft center lines are inclined in a specific direction at a required angle, and a narrow-angle flame burner 20 injecting and burning toward the slag port 4 formed on a central portion of a hearth is mounted on a central portion of the furnace ceiling.
