PROBLEM TO BE SOLVED: To provide a character/voice converting device which can read around mail with intonation corresponding to sentence contents and rich in inflection. SOLUTION: A text decoder 14 divides text data 13 in a memory into picture characters and other character data. The picture characters divided by the decoder 14 are converted to intonation control data (pitch data, speed data and volume data) by an intonation database 15 and outputted to a voice synthesis circuit 9. In the voice synthesis circuit 9, the character data outputted from the decoder 14 are converted to voice signals having intonation based on the intonation control data, and outputted to a loudspeaker 11.
