PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine, improving starting certainty with a valve timing in a wider variable range. SOLUTION: The internal combustion engine 2 includes a crank shaft 36, and an air valve 28 for opening/closing an airway to a combustion chamber in response to the rotation of the crank shaft 36 and to a timing control signal SC. The control device 8 outputs the timing control signal SC during the operation of the internal combustion engine 2 in accordance with first valve timing information required from the current status of the operation and second valve timing information required from vehicle operation environment at starting the internal combustion engine. Preferably, when the operation environment is predicted for the internal combustion engine 2 to be hard to start, the control device 8 restricts a timing of opening/closing the air valve 28 for the rotation of the crank shaft 36, determined in accordance with the fist valve timing information, in accordance with the second valve timing information even during the operation of the internal combustion engine 2.
