PROBLEM TO BE SOLVED: To provide a base isolation building coping with flood damage without flooding a building in high tide flood damage, in the building preventing damage and overturning of the building by reducing and relieving acceleration of rocking by an earthquake to the building. SOLUTION: This base isolation building has a foundation 2 having an opening upper surface and having a side wall and a bottom surface. A floating body 1 is stored in the foundation, and the building is constructed on its floating body. A transmission means is arranged between the foundation and the floating body for damping and transmitting the rocking of the earthquake, and a damper is arranged for restricting am amplitude width. When the earthquake occurs, the floating body is constituted so as to reduce and relieve the acceleration of the earthquake in the floating body and the building and reduce its amplitude width by transmitting swinging via the damping transmission means and the damper together with the building, and has an anchor pole expanding downward from the floating body integrally with the floating body, and has a locking member on a foundation bottom surface integrally with the foundation, and is constituted so that the anchor pole and the locking member are integrally joined. The floating body floats vertically upward when put in a flooding state, and the anchor pole checks flowing in the horizontal direction of the floating body by flooding by joining and a fixation with the locking member.
