PROBLEM TO BE SOLVED: To provide a tool for twisting and fixing a screw chip which suppresses the breakage of a screw of the screw chip and makes the screw chip twisted and fixed surely to a screw body. SOLUTION: A chip spanner 21 has a screw chip engagement part 22 and a torque wrench engagement part 23, and the screw chip engagement part 22 is engaged with the screw chip 13. The torque wrench engagement part 23 is engaged with the output part of a torque wrench 20. The torque wrench 20 has a transmission torque restricting means 20B in which maximum transmission torque is set to correspond to a screw diameter to be twisted and fixed. By rotating the screw chip 13 through the chip spanner 21 by the lever 20A of the torque wrench 20, the screw chip 13 is twisted and fixed into the screw body at proper fastening torque by the maximum transmission torque.
