PROBLEM TO BE SOLVED: To provide an electrolytic capacitor that not only reduces the leak current but also increases the electric capacitance. SOLUTION: This electrolytic capacitor employs a porous sinter of niobium-molybdenum complex particles where niobium and molybdenum have been unevenly distributed as a base substance 1b by performing mechanical alloy treatment on mixed powders composed of niobium and molybdenum particles by means of a planetary ball mill. On the base substance 1b, an oxide layer 2 within niobium is formed and additionally a cathode 4 is formed sequentially with a conductive polymer layer 3, a first conductive layer 4a, and a second conductive layer 4b in a laminate structure. In addition, the cathode 5 and the cathode terminal 7 are connected via a conductive adhesive layer 6, and an anode lead 1a partially embedded in the base substance 1b are welded to an anode terminal 8. In addition, a mold exterior resin 9 is formed near the cathode 4, cathode terminal 6 and anode terminal 7 in a way that the endpoints of the cathode terminal 7 and anode terminal 8 are drawn outside.
