PROBLEM TO BE SOLVED: To provide an antistatic hard coating agent having excellent pen sliding durability, scratch resistance, surface hardness, and light transmittance and free from diffused reflection and provide a hard coat film for a touch panel. SOLUTION: The hard coating agent is composed of at least one kind of lithium salt selected from the salts expressed by formulas (1) (: Li<SP>+</SP>CF<SB>3</SB>SO<SB>3</SB><SP>-</SP>), (2) (: Li<SP>+</SP>(CF<SB>3</SB>SO<SB>2</SB>)<SB>2</SB>N<SP>-</SP>) and (3) (: Li<SP>+</SP>ClO<SB>4</SB><SP>-</SP>) and a monomer having an ethylenic unsaturated double bond. The amount of the lithium salt is 0.5-50 pts.wt. in solid basis based on 100 pts.wt. of the solid component of the resin of the monomer. The agent may further contain a silicone-based surfactant.
