PROBLEM TO BE SOLVED: To provide a thin and light-weighted organic EL panel dispensing with complicated control accompanied by sealing layer setting, restrained from occurrence of dark spot, having a light emission layer with a long life, and a method of manufacturing the same. SOLUTION: The electroluminescent layer has an anode layer at least including a first electrode, an organic compound layer including a light emitting layer, a cathode layer including a second electrode, and a sealing layer. The sealing layer is constituted by at least one layer of resin base material and at least one layer of barrier layer.
