PROBLEM TO BE SOLVED: To provide a developing device capable of improving the charging performance of developer and securing the circularity of the developer in a developing tank as well, with a simple configuration. SOLUTION: The developing device 20 developing an electrostatic latent image formed on an electrophotographic photoreceptor 19 by using two-component developer is configured to include a blade member 23 regulating the length of the bristles of the developer formed on the surface of a developing roller 22 and a regulating plate 24 provided in a space (electrostatic charging space) 30 held between the blade member 23 and the outer circumferential surface of the developing roller 22 on the upstream side from the blade member 23 in the rotational direction of the developing roller 22. The regulating plate 24 separates the electrostatic charging space 30 into an area where the conveying speed of the developer is fast and an area where the conveying speed of the developer is slow and allows the developers to rub against each other by the speed difference between the both areas, to improve the charging performance of the developer, while securing the circularity of the developer in the electrostatic charging space 30.
