PROBLEM TO BE SOLVED: To provide a developing device having a plurality of developer carriers each of which has ends sealed with magnetic members, the developing device being designed such that developer is prevented from leaking from an area between the two developer carriers in the directions of rotations of the developer carriers, and to provide an image forming apparatus having such a developing device. SOLUTION: Magnetic members 30 and 31 are disposed along and close to each axial end of the developer carrier 26 and each axial end of the developer carrier 28 respectively so as not to face transfer magnetic poles N1 and S3 respectively. Among the magnetic members 31 disposed close to the downstream developer carrier 28, at least the face of the magnetic member 31, which faces the downstream developer carrier 28 and located downstream in the direction of rotation of the downstream developer carrier has the same polarity as that of the transfer magnetic pole S3 of the magnetic field generating means 29 of the downstream developer carrier 28.
