PROBLEM TO BE SOLVED: To provide a water-soluble film superior in solubility in a cold water, useful as packing materials for various kinds of medicines such as agrochemicals and detergents for washing, specially suitable for packing of a fiber softening agent. SOLUTION: The water-soluble film is formed by containing a polymer obtained by graft polymerization of vinylpyrrolidone to polyvinyl alcohol. It is preferable that the water-soluble film contains 10 wt.% or more of the polymer having a K value of 12-150 and obtained by graft-polymerizing vinylpyrrolidone to polyvinyl alcohol of which the polymerization degree is 100-4,000, and the saponification degree is 70-100 mole%.
