PROBLEM TO BE SOLVED: To provide a developing roller including a positive charge control resin capable of being charged oppositely to a polarity of developer with small addition quantity, and having high dispersibility and compatibility to a main binder with respect to the developing roller kept into contact with a negatively-charged developer, and an electrophotographic device capable forming an image of high quality. SOLUTION: In this developing roller having an energizable shaft, and an elastic layer 114b and one or more coating layers 114c successively formed on an outer periphery of the shaft, and developing an electrostatic latent image on an electrostatically-charged image holding body by the negatively-charged developer held on a surface of the developing roller, the coating layer as a surface layer includes a positively-chargeable control resin obtained by copolymerizing a copolymer monomer components including a specific fluoroalkyl group-containing (meth)acrylic ester monomer and a specific amino group-containing monomer.
