PROBLEM TO BE SOLVED: To provide a temperature control panel whose surface material can be easily updated without damaging a lower sheet or a non-temperature-control base. SOLUTION: The temperature control panel includes a plate-shaped temperature control part and a plate-shaped non-temperature-control part 30 disposed adjacent to the temperature control part and having the same thickness as the temperature control part. The temperature control part has a surface material disposed on one plate surface of the temperature control part, with the surface material being separable. The non-temperature-control part includes a plate-shaped non-temperature-control base 31, at least one sheet 33 stacked on one plate surface of the non-temperature-control base, and a surface material 34 stacked on the side of the sheet opposite to the non-temperature-control base.
