PROBLEM TO BE SOLVED: To appropriately control not only the reference frame, but also a frame that is waiting for the output in backward interframe prediction.

SOLUTION: A video processing system 100 is provided with a video-encoding apparatus 10 and a video-decoding apparatus 20. The video-encoding apparatus 10 performs backward interframe prediction, from a temporally subsequent frame and outputs information, indicating to the effect that an option to eliminate use of a decoded image of the temporally subsequent frame has been chosen. The video decoding apparatus 20 eliminates the need for the decoded image of the frame, on the basis of this information, in conjunction with input of the information for eliminating use of the decoded image of the temporally subsequent frame.
