An apparatus and a method for transforming and encoding a moving picture by using single description and multiple description conversion are provided to enhance tenacity for an error by encoding the moving picture into multiple description in channel environment in which many errors are generated and enhance compression efficiency by encoding the moving picture into single description in channel environment in which a few errors are generated. A decoding unit(310) decodes a compressed moving picture, and generates a moving picture header, a motion vector, and a DCT(Discrete Cosine Transform) coefficient according to a frame. A single description-multiple description determining unit(330) determines whether to encode a moving picture into single description or multiple description in response to error generation possibility in a channel in which the compressed moving picture will be transmitted. When it is determined that the moving picture is encoded into the single description, a transforming and encoding unit(350) encodes the DCT coefficient together with the moving picture header and the motion vector into the single description. When it is determined that the moving picture is encoded into the multiple description, the transforming and encoding unit(350) divides the DCT coefficient into a plurality of DCT coefficients, and encodes the divided respective DCT coefficients together with the moving picture header and the motion vector into the multiple description. |
