A stowage information creating device capable of reducing the transport cost by enhancing the loading efficiency of cargo in a transport container irrespective of the level of the skill of the worker, enabling grasp of accurate transport cost and schedule in a short time, and realizing deliberate transport of the transport container (any type of container). The device (1) comprises pallet determining means (2a) for determining a pallet (P) used for one transport container unit depending on a cargo (W) to be stowed, cargo stowage pallet display means (2b) for simulating the stowage of the cargo on the determined pallet on the display screen of a display (3) and displaying a cargo stowage pallet (PW) for one transport container unit, and stowage instruction information creating means (2c) for creating stowage instruction information on the displayed cargo stowage pallet of one transport container unit.
