An apparatus and a method for turbo-charger and diesel blow-by gas reduction are provided to reduce environmental contamination and prolong the lifespan of an engine by maintaining an engine oil level at a normal level in the engine operating under the tilt condition. A head type valve head cover has a blow-by drill hole, and is electrically welded with a breath unit. The breath unit is welded onto the highest height of the head type valve head cover. The head type valve head cover is mounted on an engine head, and the breath unit is applied with a gasket bond and assembled with a rubber hose.
