PROBLEM TO BE SOLVED: To provide a reformer causing no degradation of a shift catalyst even when the start-up/stoppage is repeated and suitable for a small-sized fuel cell power generation system. SOLUTION: The reformer has a reforming reaction part 1 wherein hydrocarbon-based raw materials and steam are supplied and a hydrogen-enriched reformed gas is produced by a steam reforming reaction, a shift reaction part 2 wherein the reformed gas produced in the reforming reaction part 1 is supplied and CO gas contained in the reformed gas is reduced by aqueous shift reaction and a reformed gas discharge passage 13 for discharging the reformed gas to the outside and further has a gas supply control means for supplying the raw materials at least to the shift reaction part 2 in a state that the reformed gas discharge passage 13 is closed after the stoppage of the operation of the reformer.
