<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a film-electrode assembly without generating disturbance at an interface between a film and a catalyst layer, reduction of thickness at a part of the film, and a crack on the catalyst layer. <P>SOLUTION: On the method of manufacturing the film-electrode assembly formed by laminating the catalyst layer 43 on the surface of the electrolyte film 11, the electrolyte film 11 in which a first solvent containing solute is impregnated is mounted on a plate 25 with a heater 23 while pressing the peripheral part of the electrolyte film 11, and catalyst slurry 41, containing catalytic material and electrolyte resin dissolved in a second solvent containing a solute containing water as essential component, having a density lower than that of the first solvent, is painted on the electrolyte film 11 from which the first solvent is volatilized by the heater 23.
