PROBLEM TO BE SOLVED: To obtain a scalp and hair cosmetic that exhibits more excellent refreshing feeling by external application to scalp and hair, especially excellent durability of refreshing feeling, improved sense of use and high hair growth effect. SOLUTION: The scalp and hair cosmetic comprises at least one or more kinds selected from (A) one or more kinds of cell activators selected from pantothenic acid and/or its derivative, placental extracts, etc., (B) one or more kinds of blood flow ameliorants selected from carpronium chloride, vitamin E derivative, essence of Swertia japonica, minoxidil, etc., (C) one or more kinds of antiinflammatory agents selected from glycyrrhetic acid and/or its derivative and glycyrrhizic acid and/or its derivative, (D) one or more kinds of germicides selected from isopropylmethylphenol, salicylic acid, hinokitiol, etc., and (E) one or more kinds of topical stimulants selected from benzyl nicotinate and nonylic acid vanillylamide, a polyhydric alcohol, an organic acid and menthol.
