PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine, capable of immediately regaining an oxygen storage amount saturated by fuel cut, recovering the air-fuel ratio external disturbance adsorbing capacity of a catalytic converter, and preventing excessive correction in an air-fuel ratio in normal operation to suppress fluctuation in torque. SOLUTION: This control device for the internal combustion engine is provided with a proportional gain change-over means which changes over for a predetermined period a proportional gain obtained by proportional operation in a downstream side control means from a proportional gain under a normal condition to a proportional gain after shutting off fuel supply set to a proportional gain larger than the proportional gain under the normal condition by a predetermined value when a fuel supply shut-off is started by fuel supply shut-off means.
