PROBLEM TO BE SOLVED: To enable a semiconductor integrated circuit which is connected to a memory through a bus that is used by the other circuit in common, to be reduced in power consumption. SOLUTION: In the semiconductor integrated circuit which is connected to a memory through the intermediary of a bus that is used by the other circuits in common, a switching device intercepting the propagation of signals is provided to buffer circuits BUFI and BUFO which are provided to each of input/output terminals T1 to Tn connected to the bus. Chip select signals SEL inputted into an image processing IC 100 from outside are inputted into a switch control unit 30. The switch control unit 30 turns off the switching devices of the input buffer BUFI and the output buffer BUFO based on the chip select signals SEL while the other circuits get access to the memory.
