<p><P>PROBLEM TO BE SOLVED: To provide a dynamic lighting device which is low in power consumption by eliminating an unnecessary common signal. <P>SOLUTION: This device is equipped with an LED group of a plurality of LEDs, an IC, and a switching element, and the IC is equipped with a common output part and a data output part; and the output part is connected to respective common terminals of the LED group through the switching element, and the data output part is connected to data terminals of the respective LEDs of the LED group. The common output part outputs a signal at specified intervals to turn on and off the LED group.
