PROBLEM TO BE SOLVED: To provide a stable oil-water composite emulsion containing a conventional emulsifier, namely an emulsifier having a HLB of 16 to 20 only in amount of <1%. SOLUTION: This stable composite emulsion containing a main emulsion in an outer phase, containing a component water phase and a component oil phase, the component oil phase being thickened with an oil-miscible polymer having a polar portion, and the viscosity of the main emulsion and the viscosity of the outer phase being totally limited to≤10, is characterized in that an emulsifier having a HLB of about 16 to about 20 is contained only in a amount of≤about 1%.
