PROBLEM TO BE SOLVED: To provide a mobile communication system capable of detecting that a mobile station moves out of a service area with sufficient accuracy without using a GPS (global positioning system). SOLUTION: In the mobile communication system, a base station controller comprises a handoff information management table 470 and out-of-service detectors (420, 430, 440, and 500). The handoff information management table 470 stores a mobile station distance information informed from each base station for each mobile station. The out-of-service detectors update the handoff information management table, and detect a mobile station moving out of a service area, every time a new handoff information is received from a base station. In the mobile communication system, the out-of-service detectors determine whether, a base station for border cells and a mobile station in communication are out of a service area, by comparing the mobile station distance information indicated by the handoff information management table with a predetermined threshold.
