<p><P>PROBLEM TO BE SOLVED: To collect data for analyzing the flow of facility users and also to provide guide information to the facility users. <P>SOLUTION: A user terminal 10 to be carried by the facility user includes a bidirectional active wireless tag for transmitting terminal identification information by radio waves and receiving-guide area identification information by radio wave. When the user enters one detection area A-1, and the user detecting device 20-1 of the detection area A-1 receives the terminal identification information of the user terminal 10 carried by the user by means of radio waves, the presence of the user is reported to a flow analysis data collecting device 50. When the user enters one guide area B-1 and the user terminal 10 receives the guide area identification information by radio waves from a guide-indicting device 30-1 existing in the guide area B-1, the user terminal 10 reports the guide information, corresponding to the guide area identification information to the user.
