<P>PROBLEM TO BE SOLVED: To perform proper skill procurement and to lead a project to a success by visualizing a job skill deficiency on personal and organizational levels in project execution. <P>SOLUTION: A skill procurement simulation is performed with job skill overall points of each individual in particular job execution, training of job skill improvement, cost including labor cost and classified job experience as parameters so that human resources optimal to the achievement of the project can be procured.
