<p><P>PROBLEM TO BE SOLVED: To solve the problem, in a train radio IT system that uses a mobile IP, wherein the communication has to wait until the completion of handover from radio link connection in the network of a layer 3, and sufficient communication band cannot not always be assured in a communication with a plurality of radio channels used together and in the radio system of radio band fluctuations when a layer 2 trigger is employed. <P>SOLUTION: The system comprises a mobile router which is mounted on a mobile body and has a plurality of terminals under it, a plurality of radio base stations arranged along the path of the mobile body, an access router which is connected to a home agent connected to the outside network to house the radio base station for capturing movement of the mobile router, and a handover beforehand detection mechanism for detecting the movement of a network. The mobile router calculates a communicable utilization band using detection signals of the handover beforehand detection device, comprising a limit function on an uplink radio communication band.
