PROBLEM TO BE SOLVED: To provide an apparatus for estimating the charging rates of secondary batteries and capable of reducing estimation errors even when switching in the case that an estimation method using an adaptive digital filter and another estimation method are switched and used. SOLUTION: The apparatus for estimating the charging rates of secondary batteries is provided with: a first charging rate estimation means 6 for estimating an open circuit voltage on the basis of measurement values of a current and a terminal voltage through the use of the adaptive digital filter and computing a first charging rate estimate value on the basis of the predetermined relation between open voltages and charging rates and the open circuit voltage estimate value; a second charging rate estimation means 7 for computing a second charging rate estimate value by current integration; and a charging rate estimate value selection means for selecting the second charging rate estimate value in the case that the rate of change or width of change of the current is continuously less than a prescribed value for a prescribed time and switching to the first charging estimate rate in the case that the rate of change or width of change of the current varies by a prescribed value or more and that estimated errors of the adaptive digital filter are equal to a prescribed value or less. The charging rate estimate value acquired through the use of the adaptive digital filter and a charging rate estimate value acquired by another method are switching and used according to changes in current values and estimated errors.
