PROBLEM TO BE SOLVED: To provide a non-magnetic one-component developer for electrostatic charge image development capable of forming a high quality image stably for a long period without the occurrence of toner spilling and fogging and without depending on an environmental and printing pattern by making combined use of two kinds of inorganic particles varying in primary particle diameters and kinds for an additive agent, and to provide an image forming method using the same. SOLUTION: The non-magnetic one-component developer for electrostatic charge image development externally added with silica particles and titania particles is characterized in that the aggregated particles of the silica particles and titania particles formed by mixing the silica particles having a peak within a range of 7 to 14 mm in a primary particle size distribution and the titania particles having a peak within a range from 14 to 30 mm and subjecting the mixed particles to wetting treatment with a silane coupling agent and/or silicone oil have at least one peak within the range of 3 to 10μm in the particle size distribution of the volume reference by a laser diffraction type grain size distribution meter.
