PROBLEM TO BE SOLVED: To enable the rate of flow of a fish path to be easily controlled at low cost even when the fish path has a plurality of waterway regions having different running directions of water. SOLUTION: The flow rate control device has a flow rate control gate 10, a drive means 30, and a means 40 of converting drive directions. The flow rate control gate 10 is provided to the plurality of waterway regions of the fish path 1, and the waterway regions have different running directions of water. Then the drive means 30 drives the flow rate control gate 10 and controls the flow rate of the fish path 1. Then the means 40 of converting drive directions, which is provided between the flow rate control gate 10 and the drive means 30, converts the drive direction of the drive means 30 to the gate-drive direction of the flow rate control gate 10. Even when the fish path has a plurality of waterway regions having different running directions of water, the flow rate control gates provided to each of the waterway region of the fish path can be interlocked with each other so that the rate of flow of the fish path can be controlled by only one drive unit easily at low cost.
