PROBLEM TO BE SOLVED: To provide an ink refilling method for excellently refilling refill ink into an ink cartridge 2, especially, that of a type filled with felt 3, and an ink refilling device suitable for practicing the method. SOLUTION: The refill ink I is refilled while decompressing the inside of the ink cartridge 2 in the ink refilling method. The ink refilling device 4 is provided with an ink tank 42 as an ink container, which is arranged between an ink supply pipe 40 connected to the ink cartridge 2 and a pump 41 as a decompression means, and a switching valve 43 arranged between the ink tank 42 and the pump 41 so as to switch the ink tank 42 from a state of being connected with the pump 41 to a state of being opened to the outside air while being connected with an outside air suction pipe 44 and vice versa.
