PROBLEM TO BE SOLVED: To reduce the amount of packet data passing throughout a network in a pedestrian navigation system or the like. SOLUTION: Representative route information indicating a representative route D, which is a representative route to a destination, is transmitted in a broadcast manner. Complementary route information indicating a complementary route H, which is a route from a present position of a user to a midpoint on the route indicated by the representative route information, is transmitted in a unicast manner. Linkage information on a linkage point between the transmitted representative route information and complementary route information is transmitted. Using these pieces of information, a route is from the present position to the destination is presented to the user. Transmitting the representative route information in a broadcast manner reduces the amount of packet data passing throughout the network and prevents the occurrence of congestion.
