PROBLEM TO BE SOLVED: To properly charge a device user according to use states of respective resources when one or a plurality of resources are downloaded to a device.

SOLUTION: When a resource downloaded from a client PC is held in a resource holding section 303, the use state of the resource read out of the resource holding section 303 is held in a resource use state holding section 305. At a request from a server device, a communication section 302 reads the use state of the resource out of the resource use state holding section 305 and transfers it to the server device.
