<p><P>PROBLEM TO BE SOLVED: To provide a control unit for battery packs that prevents delay in the discovery of a rapid voltage drop occurring in one round of voltage measurement that becomes a problem in a method for successively measuring voltage, or the like in a unit cell for monitoring battery performance, specifies the unit cell having a large voltage drop nearly in real time, and prevents the unit cell from being damaged in a hybrid vehicle using a battery pack comprising a plurality of unit cells. <P>SOLUTION: Before starting an engine; voltage and battery temperature are measured for the entire unit cell for composing the battery pack, the unit cell that is estimated to reach the minimum voltage when starting operating an electric motor for starting an engine is specified, and the voltage of the unit cell is measured in a short period or continuously for the specified battery.
